Overview
The Journal of The Colloquium for Information Systems Security Education (JCISSE) is the peer-reviewed academic publication of The Colloquium for Information Systems Security Education (CISSE). Since 1996, CISSE has supported a community of educators, researchers, students, industry professionals, and practitioners working to advance cybersecurity education, research, and workforce development.
JCISSE is published and administered by The Colloquium for Information Systems Security Education (CISSE), a nonprofit scholarly organization supporting cybersecurity education, workforce development, and interdisciplinary collaboration among educators, researchers, practitioners, government agencies, and industry partners.
JCISSE publishes scholarly work that contributes to the cybersecurity education ecosystem, with emphasis on:
- Emerging research in information systems security and cyber defense education
- Innovation in cybersecurity pedagogy, curriculum design, and assessment
- Workforce development, capacity-building, and education pathways for government and industry
- Policy, governance, ethics, risk, and societal implications of cybersecurity education
- Applied research integrating artificial intelligence, automation, and emerging technologies into education and practice
JCISSE publishes original research articles, pedagogical studies, case studies, curriculum innovations, applied research papers, and scholarly analyses related to cybersecurity education and information systems security.
JCISSE operates as a curated, open access publication for selected scholarly contributions originating from the annual CISSE Colloquium. Conference acceptance does not guarantee journal publication. Papers accepted for and presented at The Colloquium are reviewed by the editorial team for relevance, quality, completeness, and suitability for publication as part of JCISSE's scholarly record.
All published articles are made immediately available online without subscription or access fees. Authors retain copyright of their work, and articles are published under the Creative Commons Attribution 4.0 International License (CC BY 4.0).

Open Access Policy
The Journal of The Colloquium for Information Systems Security Education (JCISSE) provides immediate open access to all published content. Articles are available online without subscription, registration, paywall, embargo, or access charge.
Users may read, download, copy, distribute, print, search, link to the full text, crawl for indexing, or use published articles for any lawful purpose, provided that the original author(s), article title, journal, and license are properly credited in accordance with the Creative Commons Attribution 4.0 International License (CC BY 4.0).

Statement of Fees
The Journal of The Colloquium for Information Systems Security Education (JCISSE) does not charge article processing charges (APCs), submission fees, editorial processing fees, page charges, color charges, or publication fees.
Publication in JCISSE is free of charge. Eligibility for JCISSE consideration requires that the paper be accepted for and presented at the annual Colloquium for Information Systems Security Education (CISSE). The Colloquium has a separate event registration fee for attendees and presenters; this fee supports conference participation and is not an article processing charge or publication fee.
JCISSE does not charge readers, libraries, institutions, or authors for submission, publication, or access to published scholarly content.
Author Guidelines
The Journal of The Colloquium for Information Systems Security Education (JCISSE) considers manuscripts that have been accepted for and presented at The Colloquium for Information Systems Security Education (CISSE). JCISSE does not accept unsolicited submissions outside The Colloquium process.
Conference acceptance and presentation establish eligibility for editorial consideration; however, JCISSE publication constitutes a separate editorial decision based on scholarly merit, editorial suitability, completeness, ethical compliance, and readiness for publication.
Requirements
- Submissions must present original scholarly work that is not under review elsewhere
- Manuscripts must use the IEEE Manuscript Template
- Submissions must be anonymized for double-blind peer review
- Authors are responsible for ensuring the accuracy of citations, data, permissions, and ethical compliance
- References should include DOI URLs where available
- Figures, tables, images, and third-party materials must be original or appropriately licensed and credited
- Authors must disclose relevant funding sources, affiliations, and conflicts of interest
- Authors must disclose the use of generative AI or automated tools that materially contributed to writing, coding, analysis, image generation, or content development
- Authors remain fully responsible for the originality, attribution, accuracy, and integrity of submitted work regardless of AI-assisted tools
- Authors are strongly encouraged to provide ORCID iDs to support persistent scholarly identification and indexing
- At least one author must present the work at The Colloquium for Information Systems Security Education (CISSE)

Peer Review Policy
The Journal of The Colloquium for Information Systems Security Education (JCISSE) uses a double-blind peer review process for papers submitted to the annual CISSE Colloquium.
Each manuscript is evaluated by at least three independent reviewers with expertise relevant to the submission. Review criteria include originality, relevance, methodological quality, clarity, organization, ethical presentation, and contribution to cybersecurity and information systems security education. Conference review decisions may include acceptance, acceptance with revisions, revision and resubmission, or rejection.
Papers accepted for and presented at The Colloquium become eligible for JCISSE consideration; however, journal publication is not automatic. Following Colloquium acceptance and presentation, eligible papers are reviewed by the Editor-in-Chief and Editorial Board for quality, completeness, relevance to JCISSE's scope, and readiness for publication.
Reviewers are selected based on subject-matter expertise, scholarly qualifications, and professional experience relevant to the submission. Reviewers with conflicts of interest or competing interests related to a submission are expected to decline review assignments and recuse themselves from the review process.
JCISSE seeks to complete peer review and editorial decisions in a timely manner; however, review timelines may vary depending on reviewer availability, revision requirements, and editorial scheduling.
Final publication decisions are made by the Editor-in-Chief in consultation with the Editorial Board as appropriate.
Editorial Independence
The Journal of The Colloquium for Information Systems Security Education (JCISSE) maintains editorial independence in all publication decisions.
Although JCISSE is affiliated with The Colloquium for Information Systems Security Education (CISSE), editorial decisions are made independently by the Editor-in-Chief and Editorial Board based on scholarly merit, originality, relevance, ethical conduct, and suitability for publication.
Conference sponsorship, institutional affiliation, organizational involvement, financial support, or conference participation do not guarantee publication.
Editors and reviewers are expected to disclose conflicts of interest and recuse themselves when appropriate.
Publication Ethics
The Journal of The Colloquium for Information Systems Security Education (JCISSE) is committed to ethical scholarly publishing and expects authors, reviewers, editors, and contributors to uphold standards of integrity, transparency, accountability, and responsible research conduct.
Author Responsibilities
- Submit original work that is not simultaneously under review elsewhere
- Properly cite and acknowledge the work of others
- Disclose funding sources, conflicts of interest, and relevant affiliations
- Disclose the use of generative AI or automated tools in manuscript preparation
- Obtain permission for copyrighted or third-party material when required
- Ensure that data, quotations, references, and representations are accurate and appropriately attributed
Reviewer and Editor Responsibilities
- Evaluate manuscripts fairly, confidentially, and based on scholarly merit
- Disclose conflicts of interest and recuse themselves when appropriate
- Protect the confidentiality of unpublished manuscripts and review materials
- Maintain editorial independence and professional objectivity
Research Integrity
Research involving surveys, interviews, educational testing, human participants, or identifiable participant information should comply with applicable institutional and ethical review requirements. Submitted manuscripts may be evaluated using editorial screening methods, reviewer observations, plagiarism detection practices, or similarity analysis tools.
Allegations of plagiarism, duplicate publication, fabricated data, image manipulation, citation manipulation, undisclosed conflicts of interest, or other forms of research misconduct may be investigated by the editorial team.
Where appropriate, JCISSE may:
- Request author clarification or correction
- Require manuscript revisions
- Reject submissions
- Retract published content
- Publish corrections, notices, or editorial statements
- Notify affiliated institutions when serious misconduct is identified
Conflicts of Interest
Authors, reviewers, and editors are expected to disclose any financial, institutional, professional, collaborative, or personal relationships that could influence the evaluation, interpretation, or publication of scholarly work.
Potential conflicts of interest may include employment relationships, consulting arrangements, research funding, institutional affiliations, collaborative relationships, or competitive interests.
When conflicts are identified, the Journal may implement mitigation measures including reviewer reassignment, editorial recusal, disclosure statements, or additional review.
Corrections and Retractions
The Journal of The Colloquium for Information Systems Security Education (JCISSE) is committed to preserving the integrity of the scholarly record. When substantive errors, ethical concerns, inaccuracies, or research integrity issues are identified, the Journal may publish:

Retraction or correction decisions are made by the Editor-in-Chief in consultation with the Editorial Board as appropriate.
Repository Policy

Authors retain copyright of their manuscripts and publish under the Creative Commons Attribution 4.0 International License (CC BY 4.0).

JCISSE does not impose embargo periods on repository deposits or author redistribution.
Articles include persistent identifiers and metadata intended to support scholarly indexing, repository interoperability, citation tracking, and long-term discoverability.
Archiving and Preservation
The Journal of The Colloquium for Information Systems Security Education (JCISSE) is committed to ensuring long-term access to its published scholarly record.
Articles published from Volume 7 onward are assigned Digital Object Identifiers (DOIs) through Crossref. Earlier volumes were published prior to DOI registration and may not include DOIs.
JCISSE maintains preservation awareness through redundant cloud-based infrastructure, routine database and file-level backups, persistent DOI registration through Crossref, and ongoing evaluation of distributed preservation services.
JCISSE intends to participate in the PKP Preservation Network (PKP PN) as platform compatibility and implementation pathways mature within the OJS ecosystem.
Compatibility support for the PKP Preservation Network (PKP PN) within the current OJS 3.5.x release branch remains under active development by the Public Knowledge Project (PKP).
Editorial Board
The Editorial Board supports the scholarly quality, editorial direction, and publication standards of the Journal. Editorial Board members are selected based on scholarly expertise, professional experience, contributions to cybersecurity education, and commitment to ethical scholarly publishing practices.
