About the Journal

Overview

The Journal of The Colloquium for Information Systems Security Education (JCISSE) is the peer-reviewed academic publication of The Colloquium for Information Systems Security Education (CISSE). Since 1996, CISSE has supported a community of educators, researchers, students,industry professionals, and practitioners working to advance cybersecurity education, research, and workforce development.

The Journal publishes scholarly work that contributes to the cybersecurity education ecosystem, with emphasis on:

  • Emerging research in information systems security and cyber defense education
  • Innovation in cybersecurity pedagogy, curriculum design, and assessment
  • Workforce development, capacity-building, and education pathways for government and industry
  • Policy, governance, ethics, risk, and societal implications of cybersecurity education
  • Applied research integrating artificial intelligence, automation, and emerging technologies into education and practice

The Journal operates as a curated, open access publication for selected scholarly contributions originating from the annual CISSE Colloquium. Conference acceptance does not guarantee journal publication. Papers accepted for and presented at The Colloquium are reviewed by the editorial team for relevance, quality, completeness, and suitability for publication as part of the Journal’s scholarly record.

All published articles are made immediately available online without subscription or access fees. Authors retain copyright of their work, and articles are published under the Creative Commons Attribution 4.0 International License (CC BY 4.0).

Aims & Scope

The Journal of The Colloquium for Information Systems Security Education (JCISSE) publishes research, case studies, and pedagogical advancements that improve how cybersecurity and information systems security are taught, learned, assessed, and applied.

Topics include, but are not limited to:

  • Cybersecurity education, pedagogy, and instructional design
  • Curriculum development, assessment, and accreditation-related practice
  • Artificial intelligence and automation in cybersecurity curricula
  • Cyber defense education, information assurance, and secure systems instruction
  • Workforce development, reskilling, professional training, and capacity-building
  • K–12, community college, undergraduate, graduate, and continuing education pathways
  • Security policy, governance, compliance, and organizational practice as they relate to education
  • Ethical, legal, societal, and human-centered dimensions of cybersecurity education
  • Emerging technologies and their impact on cybersecurity education and practice

The Journal serves educators, researchers, practitioners, and policy leaders who contribute to cybersecurity education and workforce development.

Author Guidelines

The Journal of The Colloquium for Information Systems Security Education (JCISSE) considers manuscripts that have been accepted for and presented at The Colloquium for Information Systems Security Education (CISSE). The Journal does not accept unsolicited submissions outside The Colloquium process.

Conference acceptance and presentation establish eligibility for editorial consideration; they do not guarantee publication in the Journal. After The Colloquium review process, eligible papers are reviewed by the editorial team for suitability for inclusion in the Journal.

Requirements

  • Original, unpublished work that is not under review elsewhere
  • Manuscripts must use the IEEE Manuscript Template
  • Submissions must be anonymized for double-blind review
  • References should include DOI URLs where available
  • Figures, images, graphs, and tables must be original, properly credited when applicable, and submitted in suitable resolution for publication
  • Authors must disclose any use of generative AI or automated tools in preparing the manuscript
  • Final accepted drafts must include ORCID iDs for all authors
  • At least one author must present the work at The Colloquium for Information Systems Security Education (CISSE)

Statement of Fees

The Journal of The Colloquium for Information Systems Security Education (JCISSE) does not charge article processing charges (APCs), submission fees, editorial processing fees, page charges, color charges, or publication fees.

Publication in the Journal is free of charge. Eligibility for Journal consideration requires that the paper be accepted for and presented at the annual Colloquium for Information Systems Security Education (CISSE). The Colloquium has a separate event registration fee for attendees and presenters; this fee supports conference participation and is not an article processing charge or publication fee.

Because the Journal charges no publication fees, no publication-fee waiver policy is required.

Open Access Policy

The Journal of The Colloquium for Information Systems Security Education (JCISSE) provides immediate open access to all published content. Articles are available online without subscription, registration, paywall, embargo, or access charge.

Users may read, download, copy, distribute, print, search, link to the full text, crawl for indexing, or use published articles for any lawful purpose, provided that the original author(s), article title, journal, and license are properly credited in accordance with the Creative Commons Attribution 4.0 International License (CC BY 4.0).

Peer Review Policy

The Journal of The Colloquium for Information Systems Security Education (JCISSE) uses a double-blind peer review process for papers submitted to the annual CISSE Colloquium. Author identities are concealed from reviewers, and reviewer identities are concealed from authors during the review process.

Each manuscript is evaluated by at least three independent reviewers with expertise relevant to the submission. Review criteria include originality, relevance, methodological quality, clarity, organization, ethical presentation, and contribution to cybersecurity and information systems security education.

Conference review decisions may include acceptance, acceptance with revisions, revision and resubmission, or rejection. Papers accepted for and presented at The Colloquium become eligible for Journal consideration.

Journal publication is not automatic. Following Colloquium acceptance and presentation, eligible papers are reviewed by the Editor-in-Chief and editorial team for quality, completeness, relevance to the Journal’s scope, and readiness for publication. Editors may request additional revisions before publication or may decline Journal publication when a paper does not meet Journal standards.

Final publication decisions are made by the Editor-in-Chief in consultation with the Editorial Board as appropriate.

Publication Ethics

The Journal of The Colloquium for Information Systems Security Education (JCISSE) is committed to ethical scholarly publishing and expects authors, reviewers, and editors to uphold standards of integrity, transparency, and accountability.

Author responsibilities

  • Submit original work that is not under consideration elsewhere
  • Properly cite and acknowledge the work of others
  • Disclose funding sources, conflicts of interest, and relevant affiliations
  • Disclose any use of generative AI or automated tools in the preparation of the manuscript
  • Obtain permission for third-party material when required

Reviewer and editor responsibilities

  • Evaluate manuscripts fairly, confidentially, and based on scholarly merit
  • Disclose conflicts of interest and recuse themselves when appropriate
  • Protect the confidentiality of unpublished manuscripts and review materials

The Journal may reject or withdraw manuscripts, issue corrections, or publish retractions when plagiarism, duplicate publication, data fabrication, undisclosed conflicts, or other forms of misconduct are identified.

Archiving and Preservation

The Journal of The Colloquium for Information Systems Security Education (JCISSE) is committed to ensuring long-term access to its published scholarly record. All articles are published as open access and remain freely available through the Journal website. Authors may also deposit the published version in institutional repositories, disciplinary repositories, personal websites, and other lawful archives in accordance with the Creative Commons Attribution 4.0 International License (CC BY 4.0).

Articles published from Volume 7 onward are assigned Digital Object Identifiers (DOIs) through Crossref, supporting persistent identification and citation. Earlier volumes were published prior to DOI registration and may not include DOIs.

The Journal maintains content availability through redundant cloud-based infrastructure, routine system backups, and persistent DOI registration through Crossref.

The Journal is actively preparing to participate in a distributed digital preservation service. At present, compatibility support for the PKP Preservation Network (PKP PN) within the current OJS 3.5.x release branch remains under active development by the Public Knowledge Project (PKP). The Journal continues to evaluate preservation solutions, including PKP PN, LOCKSS, and CLOCKSS, as platform support becomes available.

Editorial Board

The Editorial Board supports the scholarly quality, editorial direction, and publication standards of the Journal. Board members advise on journal scope, review standards, publication ethics, and the selection of manuscripts for publication.
